Thats weird then, only thing that I can think of is either it's not activated in the mod section in the menu or you have a 2nd one active which overwrites this one.

No idea at all. It only adds one vpk data which is used in addons.
You have to wait in the menu a short while, while its loading the mods, before starting the game.

I can try skins for different weapons, too.
