I believe the one I made gives you 4 units insulation from cold weather with makes sense that having a thick spongy layer of fabric over your face would do that and the Modded Camo Baclavas also gives you both stealth and insulation.

Mind if I ask what makes this mod worth using over Balaclava with Hats?

The crafting mechanics are different, but without giving it a go that's all I can tell from the description.
