@Imika there still is a point in playing the mod - It being historically accurate, giving more variation to unit types, as examples. I retract my initial suggestion of 10 - 12km/h, though I still stand by that 21km/h seems ridiculously fast, when nothing else is near as fast. Again, motorized being 12km/h, while mechanized being 8km/h, would force motorcycles to not be as fast as 21km/h
I'd suggest changing the speed to 10 - 12km/h
