That said I don't think "Kingdom of Heaven" + Democracy *quite* computes and "Christ Pantokrator" is kind of a long-established thing... maybe something like Imperial + some combo of Agrarian Idyll/Free Haven/Philosopher King/Imperial Cult would be a better fit? Could totally do with a custom Origin that makes the starting ruler a Chosen One for self-evident reasons, too, but that requires Utopia I guess.
