As an actual history buff, I can say for sure Azeris are a Iranian peoples who speak a turkic dialect. Genetics testing has shown azeris are of either cuacasian or iranian descent. The Turkification of Azerbaijan is thanks to the Seljuks and the area prior was Iranian thru and thru.
The Seljuks and Ottomans themselves were offically known as Persianite states and many modern Turkic nations and peoples were Persianized. This is the history guys no amount of nationilism can get behind the facts.

And Safavid Empire created a part of today's Iranic identity, especially about state religion for they changed it from Sunni to Shia.
Also they used Azerbaijani on religious terms and on army, while used PERSIAN on administrative terms and at court.

If you mean in-game, then no, out of more than a few hundred civilization mods, none of them have speech yet(though a couple will in the near future).
If you meant it as a historical question, then it would be confusing since languages and their dialects change as time goes. But yes, he would have spoken a version of Farsi similar to the modern one, and he also spoke other languages, including Turkish.

no i dont think so. i tested it with and without mods and also with other mod civilizations.
only the safavid doesnt benefit from the 1 culture per city :/

hmm, I don't think that is a problem from within the mod. the lua and xml are relatively simple. Maybe you are playings with other lua heavy mods?
hmm, I'm having the same problem now. I can't pinpoint the source of the error, the lua is in place and so is the xml, all the tags are right. I'll try to fix this as soon as I can.
