@Breadmond It works fine for me with vanilla or sos2,i think the question is your runtime environment,try use rimpy sort your mod list or check your game content.

more specifically, I think it may have been causing issues with sos2 if I remember correctly?

I think this was causing issues for me, because when I removed it, I was able to start the game without it automatically disabling all mods due to conflicts or something

Just as Apparel_ShieldBeltVoid requires the Anomaly DLC, I think Apparel_ShieldBeltPsychic requires the Royalty DLC (equippedStatOffsets ; PsychicSensitivityOffset, PsychicEntropyRecoveryRate, costList ; PsychicAmplifier). Therefore, I think Apparel_ShieldBeltPsychic also needs xml like the one below.
