Report a translation problem
Been using those two mods, along with the Automatic Perks mod, for months. They've become a staple in my mod collection (along with the recently discovered Gifts of Akatosh mod, which places an Akatosh standing stone & a chest of powerful weapons and armor, outside of Riverwood).
Thanks a lot for making this mod, amigo. I'm considering featuring it (without the Potion of Leveling) in a Skyrim fanfic I'm working on.

I'm not sure why the old version is still there, maybe try and uninstall this mod, run the game to make sure the hall is not there at all, then reinstall the mod and it should be the DLC version now. If when you uninstall this mod the hall is still there then try resubscribing to the no DLC version and uninstalling it again till the hall is not there when you run the game before you install the DLC version again. Have you tried LOOT? It is a tool to help you find mod problems with Skyrim and other Bethesda games. It handles load orders and will flag potential mod conflicts for you. You can get it at this link: https://loot.github.io/
Also this version requires all the DLC (Dragonborn, Dawngaurd, and Hearthfire) so if you do not own all the DLC make sure you use the NO DLC version linked in the description above.
Sometimes Steam has Workshop problems that uncheck the mods you have installed. If you run the launcher and look at the "Data" tab you can see your mods, make sure they have a check mark next to all of them so that they are turned on. Once on they will show up in your game again.
Hey Sam I had the same problem for a little while. It was because I had a breeze home mod to increase it installed. It was not compatiable with the teleporttations so I uninstalled the Breezehome mod and I am now fine. Hope this helps.

Have you tried to use the forge in Riverwood or any of the crafting stations in the regular game? If it is only in the Hall then try reloading your game. If it is all the crafting stations in the game then it could be a few different things.
You only get 1000 words for these posts so to try and help in as few words as possible: If you have any animation mods, run FNIS for users to look for errors. Any Overhaul mods that change crafting or mods that add new crafting stations (like magic alters), make sure you have all required patches and make sure mod was updated after Mar 20, 2013 (last official patch). Run LOOT and see if it gives you any warnings. If you have removed any of those types of mods sometimes they do not uninstall all the way so try this as a last resort. Open the console and type in player.tai and a message should pop up saying that your animations are turned back on.

No, there is no way for me to know what mods other people are using to add those spells or custom items. There are items in the crafting chests that include materials needed to craft items from mods however, like linen wraps and animal hides for cloak mods like "Cloaks of Skyrim" and "Winter is Coming" for example.
