If you added it after the world is created, you'll need to wait for the equipment shops to restock the mining turrets to find one with a high efficiency.

Since I loaded this mod after I started a world, would I have to go into a new sector with unloaded asteroid in order to get the effect?

It doesn't seem to give 20x resources when mining iron

So this modifies a few things that should work. It makes the mining missions more profitable and it also increases the efficiency on mining and salvaging turrets. You'll need to buy and equip those turrets for this to work.
