@Doomgamer9000 Local server is single player. It means your computer hosts the game.
It means it will only work for you when playing alone or when friends connect to you directly but wont work in dedicated servers (valve servers) since they dont have the mod installed.

It says in it's description that only works on local server and if I'm wrong about this maybe making it work on single player would be cool?

I found a mod you might be able to bring or expand in the workshop it's called "SCRIPT] Pistols Update (Support for lasers,ammo upgrades)"

Nice way to balance bhop mods. You may move much faster but are also easier to hear, predict and track with all the noise you make.
