Also it should be a lot better in the next update but that should take me a couple weeks to finish (turns out basically redoing half the mod is pretty time intensive).
Eventually (after the tales are mostly done or at the least the frame of them) the plan is to add a piracy system that makes 1. Holding the step stones hard and 2. Having it be pirate held damages the narrow sea economies.
Perhaps you could use the risk system in that to trigger events. I know pirate buildings already make the travel modifiers more dangerous, so perhaps passing by a dangerous pirate island triggers an attack on you by that island's pirate lord. Maybe if you vassalize all the pirates in the Stepstones the risk would be lower for your voyages, and even lower still if you feudalize the place by building castles and such. Would definitely make the Stepstones very important and worth fighting over.
