I am using it with the mod pack. None of the other mods define a DRAGONFLY monster either. I resolved the issue by enabling the DRAGONFLY module in the designer, saving it as a ship, and copying it to the monsters folder. I was able to load it after doing that and renaming the Armourtype directory.

this is set to unlisted for a reason its only meant to be used with the other parts of the fire and steel mod pack

There is also an issue with no DRAGONFLY monster being defined.
