Report a translation problem
I recommend using mods that suppress the vanilla pirates if you want more of these to spawn. Also, they require you to have a high enough threat level; have a read of the guide for more info on how to check your threat level; they won't spawn if you're in a respawn pod.
You can, of course, manually spawn them using the commands in the guide but that still respects the threat level requirement so they won't spawn unless you have something that can take them on.

The best "lore" explanation for designing a ship to look good was something I read when I was young. It was a non-canon TOS book and in it, Kirk makes the following statement regarding the design of the Enterprise. "If this was in orbit around your planet, wouldn't you want to talk to it?" Starfleet was all about seeking new life and new civilisations, and I just reckon you'd attract more "welcomes" with a piece of art than a menacing brick.
Starfleet did adapt somewhat through encounters with the Borg and the Dominion War and produced ships like Defiant, designed more for combat. But they still wouldn't stray far, I believe, from that very human quality of wanting to make something look cool.
@Yazan6814_YT I didn't build the ships, ZEO CMF did and he kindly lets me use them for my NPC mods. What I do build is the mods that go into the ship like the weapons blocks for example that aren't part of vanilla SE. I also do the MES configs that turn these ships into NPC spawns, hopefully for the entertainment of those who enjoy Star Trek and play SE.
