as i recall the models, objects, artwork an design works ARE in an currently still public domain, guerrilla games even stated that the ip has long since been put in indefinite hiatus, so there is no knowledge of it being revived so i really doubt anything is being infringed here.
also @xPASHA122x try using alives's orbat, you can create unit factions with it, an it even hase virtual arsenal to see the unit you are editing, same thing for groups.
There literally is like 12 fallout groups and most of them where not affected by the takedown in the slightest.

I have been part of situations where critical mods used as part of a group/server's modlist get DMCA'd and removed that not only cause the group turmoil but specifically the content creators making missions who may have spent weeks working on a project just for the assets to be removed and make their weeks of work permanently unplayable. The Fallout mod Aftermath is a big example which, when removed, caused multiple groups to essentially collapse when their primary base mod ceased to exist and many other mods that required Aftermath as a dependency also broke. No more Arma Fallout groups.
This is why ripped assets are a problem, especially in Arma 3.
