Yeah, I think you may have gotten way overboard with the small lightmap size, because it's genuinely making my game lag even though there isn't really much going on with it.

What I would suggest is giving brush faces that aren't getting much lighting detail a larger lightmap size, like probably 32 or 64 luxels big. If there are brush surfaces that have both fine shadows and vague ambient lighting, try splitting the brush with those lighting conditions into two or more brushes so that one surface has the fine shadows and the smaller lightmap size and the other surface just has the vague ambient lighting and a larger lightmap size.
