Yeah, mismatching sample rates with the cache and actual file tends to play those sounds lower or higher pitched than normal.

The sample size of all of this mod's sounds (24000) isn't properly supported by the game so building a sound cache for this mod will result in the voices not playing.
Try converting the sound's sample rates to either (22050) or (44100) for sound cache building to work properly.
