Read the requirements again. It's meant to keep in balance with the mod by enhancing your chances, not guaranteeing it. It's more of an end-game thing.

Are you a Targaryen? Are both parents Valyrian with pure-blooded, or just you? If so, you barely quality, with 5-10% fulfilment.

Thanks just thought i should ask because i am trying to make a Valyrian who worships the old gods so thanks for the information. i just must be really unlucky since i have not gotten ever.

Targaryens inherently get events to get lunatics due to the coin toss. My mod don't edit it.

And this mod is working with latest build. It's likely your modlist.
