basically the code goes like feudal, theocracy and republican government each has a primary holdng
and then they have holdings that they are also able to rule (in vanilla it would be castle for republican and theocracy)
this mod make it so that city holding is avaliable for all governments other than trible
cities of kings does the same but it also adds a code to remove all mayors at the start of the game which this mod doesnt

I've had a look to Cities of Kings mod but I don't understand practically what it allows to do 🤔 Can you please make an example?
