Well, the decisions are set to appear when you reach a certain level of crime. If the crime level is at 40, the decision becomes available to use. If you have exceeded a crime level of 40 and it hasn’t appeared, please specify your ethics and government style so I can adjust the issue.
No, this mod; it doesn’t alter purging or slavery policies. In fact, it creates new conditions similar to the martial law that existed in Stellaris

I just made a new update. I tried to balance things a bit and made a few modifications. I know it gives a significant boost to crime, so I tried to reduce it a bit. I also added new languages. I'm not fluent in all of them, but I got some extra help. I believe you'll appreciate the balance improvements.
I'm glad you liked it! Actually, I had this idea a while ago, but with the decision being removed by Paradox, I put it into practice. Even martial law is missing mods; there are some that give buffs to crime.
