No, it just makes stacking harder. Base production is still the same, just all stacks halved.

Using RPFM: ancillary_to_effects_tables, building_effects_junction_tables, campaign_character_attribute_effects_tables, campaign_difficulty_handicap_effects_tables, effect_bundles_to_effects_junctions_tables and technology_effects_junction_tables. Search the effects for 'public' or 'happiness' to the keys you need. There are thousands of little modifiers, you wont find one master modifier to rule them all. Unless to find an universal building and give a new happiness modifier to it.

I noticed the administrative penalties we're halved too. What do people think, restore the administrative penalties OR keep them halved?

Those should be halved here. I'm only restoring base resource of resource buildings. All tech are modded too.
Idk if you had a proposal there or your just happy with the values changed. :)

Unit level makes them fight better overall
more moral so they don't flee as easily
more attack rating (they hit more)
more defense rating (get hit less)
for range unit it also increases accuracy (deadlier) and reload speed (shoot faster)
Although it's really minor, to the point that Tier 2 unit with Lv9 will win vs a tier 2 unit, might win vs tier 3 but won''t ever win (or make a dent) in Tier 4 unit.
To be fair, the +10 armor boost from bronze building have more impact.
until you factor in the tech boosts => melee, projectiles and chariot have 2 tech boost each for veterancy (unit level 4 and 9) which more than double the effect of levels on units. But still won't make that big of a diffenence in T1 vs T4 unit matchup

Well in theory you can do that, you need to find all the relevant effect variables in the relevant tables and replace them. I would go about that by using RPFM global search, search for said effect and them replace

Speaking of Anti-buffstacking. I personally want to make mod that replaced all recruitment EXP bonuses with exp per turn bonus. It's so easy to recruit EXP 9 units. And I can't even tell what it does, the game is quite vague about it.
