Workaround is to run the old racial tolerance menu event, racial_pop_misc.1

@Klep Ah I was wondering why I had such a high trade power in Eordand, that massive bonus is really useful in getting trade control. Glad its been fixed.
If we could get some claims on a province in the ruined sea to use as a way to extend our tradeship zones then it would be possible to do so.
That aside it was a rather straight forward experiance, can't wait for whatever you might have cooking next!
