@Skyrra: Hover over the decision envelope icon and look at the map. It normally highlights all territory needed to enable that decision. You may be missing some tiny corner of some forgotten historical territory.

i have every state of sweden and norway cored and im not in war with anyone but when i try to form sweden-norway it says i dont control all swedish and norvegian states. did i do something wrong or why cant i proclaim sweden-norway???
