The default Trojan chance for the Neurax Worm is 1, 2 and 3 (Per upgrade respectively) however, the upgrades in mine upgrade 1, 0.5 and 1 point (With a slight rural infectivity boost on the final upgrade).
Not including the fact that other symptoms are required to unlock the different tiers in this scenario, I believe my version is balanced more appropriately and that, especially with only one country infected, the trojan planes just seem to spawn very frequently.

well I have found the thing and it says you can change the chance of getting one, what is yours set to?, Because I can't actually open it in the scenario editor

If I can figure out how to open it in the scenario editor ill mess around with it

As far as I am aware, there is very little that I can do to balance this; they always seen to spawn VERY frequently
