The guide for it is also in the descrption. Though, iirc, it's a bit fussy, something with "telling them to pay for it themselves" being the "that's why they pay taxes" option, though i might just be dumb
Integration could have multiple ways of doing it, but I think the most logical would be having decisions that go along the lines of
"Show them Romes glory" which would be Military Marches in the puppet capitals, costing 50 PP and 20 Military XP
"Romes Fist" Would cost 500 Manpower and 30 PP, this would be violent suppression
Or the most brutal
"Whatever the cost, we will expand" This would cost 2500 Manpower and 10 PP and put them under Brutal occupation, this is reminiscent of Romes brutal occupation of Gaul which wiped out 1/3rd of the Gaulic population.
