The problem with this you get the extra slots en modules, but you lose the ability to upgrade your starbase in Star Trek new Horizons mod.
But for the vanilla game I think this is a must to have mod.
I did several tests, first by loading only my mod in my "mod" folder, then by loading only the workshop mod. And it works !
I think you have a conflict with other mods !
Please note that I used the new ORIGINAL file corresponding to patch 3.14, and then I modified it to customize the appearance of the modules and buildings boxes of the starbase in order to be able to build up to 12 modules and 18 buildings, all this works correctly for me !

Regrettably, version 3.14 introduced a bug with the mod, causing the dock view to overlay other views. I hope you can fix it.
go to mod's file --> interface --> starbase_view.gui
go line 724 where it says name = "shipyard_tab" and change it to name = "ship_build_queue_tab"
why would they change the name of container? No idea but works for me

If your other mods don't modify these two files, then my mod is not the culprit, if something is not working in the game.
2. For the base starport, yes indeed, it may be a bit excessive, I can reduce the number of buildings and modules. I will make a new version in this sense.
3. For my mod to work properly and when I do an update (as well as in other contexts...), I recommend you to unsubscribe and then resubscribe.

1. One with vanilla outposts (if I understood correctly).
2. One with extra slots only for the player.
3. One with slots for all empires, AI included.
4. Anf finally, a last one with outposts without extra slots for AI empires.
