Really dosn't work, I can see the idea behind it but nah man. Halloween shouldn't be an excuse to add whatever into the game, halloween cosmetics should primarily be disguises.
With the bird set you can argue that there's room for it but the Heavy and Medic bird heads had a logic with them, that being that theses two classes own birds. Last time I've checked Scout dosn't own nor care about rats. Pass.
