It's because by default the mod has the targeting mode set to 'all'. The modes can be switched using Alt + Comma or Alt + Period

i dont understand how the targeting works because when I target an NPC and activate a cheat it affects ALL characters.

ALPHA KEYS = NUMBER KEYS!

ALPHA 1 = NUMBER 1 and so on...

The “Alpha” keys just mean the numbers above your regular keyboard, not your keypad number pad numbers.
