I also thought it didn't work. Until I read the description and it all made sense when I came back to the game.

Hey buddy,
So GDP is full but income is not growing. Is there a conflict with any mods?Ive got:
VF’s Industrial Economics
Vaccination Coverage
Trams
Transportation Expansion
South America
D4 Overhaul
Rural Internet subsidies
Event Pack
Cheats

@mvagiopoulos What does your income and GDP chart look like? The other UI such as relative GDP and the report will not reflect the true level of your GDP. When the GDP chart is working you should have around 0% GDP even when almost full in the report screen. If that is not the case, you may have another mod overwriting this one.
