I will look into this and post an update.
All you have to do is change the name of the files, typically adding a ! or multiple to the start, such as changing "diplomacy_strings.loc" to "!dracula.loc," and then remove all the entries that do not pertain to this mod, in this case everyone but Vlad.

Oh wow didn't realize this was your first mod, that makes the progress you've already made even more impressive. Mad respect for choosing such an advanced section of the scene to start off with lol
Out of a *roughly counted* 187 Vlad voice lines, I am counting 130 replacements.
That's a 69.5% or a D+!
It's getting to the point where it is no longer useful to list out each replacement in the description, though I invite you to comment missed replacements or bad audio in coming weeks.
If I ever find the time/will, i might either learn to increase their audio triggers or simply remake this for Luthor Harkon, who speaks much more. It's a simple but exhaustive exercise in brute-force rewriting their source files one-by-one; their structure doesn't let you do it in batches.
