Restarting didn't help. It's somewhat unfortunate since it means I can't access most of the resource editing as only steel and tungsten is high enough on the menu to be used.

The menu goes off the screen for province editor, and as far as I know it can't be moved.

整合在GUI里挺好，比决议用着方便，因为决议只能一天用一次，加点操作引导就行了。建议GUI里发展调控后面加一下文字说明，看图标看不太明白，有时候容易调过头。
