I've found a way indeed to force ai to use it by making ai not able to to settle in certain climates.This way they can only choose sack, raze or gift to vassal. (The regional occupation mod helped me a lot once I understood those tables). Btw:

=> The 605 ,does it refer to a number in a table with an image for the event?
By checking all the tables and script,I don't see how I can change the picture that shows when the vassal gifts back a settlement.
