I noticed this with "tee_18" and "nest."
Once I've got to 24 cities I plan to go back and refine all of the sets so that they blend in better with the planet backgrounds, but that's not going to be for a while.
Anyway, I hope the newer ones are to people's satisfaction.
Either I didn't see it or it was added with 4.0. Either way, there are now no 'ghost' shipsets in this mod
I have a suggestion for the "issue" with shipsets, I've send you friend request and can help you out with it. If you interested give me a shout :)

I have always wanted to make a standalone mod for the ST; Infinite clothing
could never figure out how though

A combination of Time, Gimp, Photoshop, Google, and also some help from AI.
At least one style (Image 5) is made from various building images already in the Stellaris files. I plan to refine that one a little - shading, saturation, and so on, and also make a few more using this method.
Another (Image 6) was taken from a city style in ST: Infinite, and if I'm honest, is the one I'm least happy with. I tried with the Romulan, Klingon, Federation, and Cardassian styles from that game, but they just don't 'feel' right, so I won't be converting those.
Finding or generating cool images is easy. Finding the 'right' images and then cutting and editing, and making them fit well into the game, not so much.
It's not a simple case of AI gen, copy, paste, upload, and I thank people for their nice comments.
A workaround I suppose would be to give each city style a fallback graphical culture that links to a ship set mod on the workshop that doesn't use/have a city style. The issue there is that this mod would then depend on updates of other mods, which is something I'd like to avoid.
