Report a translation problem
This rule should be applied to saved games too (if they're played with a mod) even if it's the same mod, if you wanna play a new match you should restart the game.
This because RON doesn't restore to the default settings how it's supposed to do.
Check if the mod priority is set below other mods, go to Tools and Extras => Steam Workshop, select the 1939-1945 Second Great War 1.4 mod from the list and move it to the top of the list by pressing "priority up".
You can use the same screen to low its priority when you're not playing it.
