Yes , it is true , there is really no way in the game to give provinces to your allies. At the moment, I do not know exactly how this can be implemented, but I will definitely look for a solution.
If I'm not mistaken, but it seems that in the game you can create your own vassals from your provinces, check the lukaz chanel .

I dont know if this is possible for you to do, but the game is lacking in roleplay/diplomacy, i find it frustrating that i cant give my allies provinces in treaties, and that it is not possible to easily give provinces. Also, it is sad that you cant create your own vassals.
