No, it does not say it's craftable in game... "This is a skin for the Large Backpack item. You will be able to APPLY this skin at a repair bench or WHEN you craft the item in game." it says you will be able to APPLY the skin when you craft the item which you can only do when using the console...

Hey troll boy, the description of the item says craftable in game, and I expect it to be, just like when you buy a bandana skin. Let the dev handle the response.
