I did a bit of brainstorming, It's entirely possible to make it in AoH3 without java modding, but it would require making a very robust event to handle it, along with a button to go along with it

Can you also add that the vassal cant form or join allies and also join owner war.

Vassal Annexation is probably not possible without modifying the java file. Unless Lukasz decides to add it, which he will likely not judging from his replies to comments asking for it.

Puppet states can't declare war by default already if you toggle a little option that allows them or not to declare wars
