can you add an extra decision so that for nations that only get 1 branch point can still get all 3 (also i know RD56 needs this)

No, at the moment, the AI does not use this feature. However, I will take some time in the coming days to see if it's possible to make adjustments without compromising the mod's compatibility with other mods.

Since MD is a total conversion that modifies nearly all files, it’s strongly recommended not to use any mods that aren’t specifically designed for MD.

I never understood why it was not a basic thing in the game to be able to upgrade all three special forces. Nice mod :)
