It's a bug with the code. Valve never finished it so it doesn't properly garbage collect.
Unfortunately the code for this just puts the models/chefhat.mdl model on top of your squad members. It passes & parses no other information.
That being said the plumb bob supports color proxies, I just have it set to override as green in the VMT using $color2. It's entirely possible to make it have other colors if there was a code hook.
Unfortunately I cannot. The health is not passed by the code, it merely attaches the chef hat model to your squad.
