It was intentionally obscured because at the time when Episode 1 was released THAT was the at the time model for the Hunter, hell it wasn't even called the Hunter at the time, it was called a "Mini Strider" and you can even tell by how rough the model is in Episode 1 compared to the official version in Episode 2 as well as the antenna straight up missing from the back of the model in Episode 1.

honestly its cool seeing the model in full for this short scene because i still think people would have been surprised to see something completely new, also considering the camera quality it makes zero sense that specifically the hunter would have been obscured

Just so everyone's aware, as soon as the base game was finished both of the episodes were set about to begin development, however the Hunter doesn't get revealed until episode 2 so the hunter being shrouded in a black texture not only made use in keeping it a mystery for episode 2 but also still used the "Mini-Strider" as it was dubbed in the game files at the time for episode 1.
Basically what I'm saying is "if it's not broke, don't fix it"

Nah, it was definitely Ep2 / the rest of Aftermath not being finished yet. Early trailers had the unfinished Hunter as well.

I think it was a deliberate artistic decision to have it be dark and hard to tell what it is.

This was never broken, the point is that ITS a mysterious new enemy. Like how the advisor model in half life 2's base game is barely detailed. You're meant to not make the thing out.
