But... dragons are different than other Allies Unknown soldiers. Read the "Acquiring Your Dragons" section for details.
There are other options, but this one has helped me and not failed ever since.
@AgentCrocodile That part needs to be handled by another mod. If you want to deselect stuff from the customization slots you need to have empty cosmetics available. I recommend grabbing Unrestricted Customization Redux, tho Invisible Body Parts For All (or something along those lines) would work as well.
Although, I am slightly confused as I am mainly new to XCOM 2 and Modding it as a result. However, when I happen to select Torso Gear, Thighs and Shins, I do not seem to be able to either remove or deselect the wings/tails/etc once I happen to highlight a selection by accident. Not sure if I am missing something that would give me the Empty option or if there is a specific key or option for it.

Either way, knowing nothing about this mod that lets you Evac All directly, my guess is that it auto-evacs all the soldiers you brought into the mission, meaning that the dragon (essentially a glorified VIP) gets left behind. Other than a possible issue with custom characters, I'd wager that it would also fail on a regular Rescue Soldier mission.
@TerryJameson @Noble117 Oh no really, ugh I'll look into why. Getting the MAW implants to work properly has been such a headache
