Report a translation problem
Probably because of the theory that states Metrocops are no longer with the Combine during Episode 1. Mostly because they barely appear at all, and the only group of cops at the end of EP1 appears to be isolated from the rest of the overwatch soldiers. Seemingly trying to get the trains for themselves before the Combine tries to destroy them. In such times, I'd understand why the cops may get desperate enough to desert from City 17, they probably lost all faith in The Combine
