A little late, but this is a 'Lib' mod, or a 'Library'. Library mods usually (not always) add in new features for newer mods to use and/or make the creation of those other mods easier.

If you need any proof, it means you literally didn't read the description (which you should *always* do installing mods, even ones you know are safe; installs and dependencies can change often).

This mod doesn't work for me, maybe I just didn't understand how to enable it
