Should still work with latest EK2, this mod only needs to be updated when shaders are changed by the main mod, and those happen rather rarely.
What is the other mod?
Maybe you need to do a clean install, so remove the whole folder, then extract out again, in 1.13.x the paths for clothing changed, so if you have old files from 1.12.x patch, and the new from 1.15.x, those might conflict and could lead to issues you are describing (basically the textures would not be at the correct place, leading to weird looking clothing)

Update: The compatch doesn't even HAVE bosmer files, which explains why everything else is good but bosmer clothes are great. Shucks
TL;DR, it was a new incompatibility with a mod that used to play well with color picker but doesn't anymore.
I'm using a body mod that used to work fine with this but doesn't seem to anymore. There was a compatch that mostly works but bosmer default clothes (and only bosmer default clothes) don't play well. I've gotta decide between just dealing with the odd glowey textures or dealing with clothes clipping through bodies.
The debugging took me through all kinds of crazy outcomes, including one where everyone in nirn was pale and wore base-game catholic priest clothes. The game also kept ejecting/deleting the .mod files on launch while I was trying to find the conflict, meaning I had to keep replacing them.
Answering your questions! Yeah the bosmer had clothes. The issue didn't reappear with just better barb, color picker, this compatch, and ek2 loaded. My error.log file keeps didn't mention shader issues or dx11.
Do you use some submods? I checked and it seems to work for me fine, for you bosmer are also wearing fur clothing, right?
Issue is only seen with this mod (and color picker) enabled?
Can you check your error.log, and see if you have some shader compilation error? Like this:

Or can you somehow share the error.log? (might be a bit difficult, since steam removes some links)

Can you select the colors, but they just dont take effect?
If you have issues with Color Picker and EK2, you would more likely see invisible characters and the likes.
Also not all clothing can be colored, so try color a different one as well, for example plate armor usually cannot be colored.
There were no changes to shaders, so should still work fine, but the patch included a gui change that is no longer needed, so removed that part, should work with latest EK2 version
