the only way you can only gain exp is from locksmith training.
and the training chest max limit are expanded.

example locksmith training mk1
1-30 lvls
mk 2 30-60 lvls
mk 3 60-90 lvl

cuz even if u have low lvl and u are in a cage. you can just open locks again and again til u reach the high percentage of success to open the locks. and so on.

nice. this is what i'm looking for. to make use of tools. and the lockpicking is less cheeseable.

can you make the lvl requirement to start unlocking locks?
maybe like around lvl 10 training in chest lockpicking, before you can start unlocking locks.
