Can be achieved by using "media/maps/Muldraugh, KY/worldmap.png" instead of the texture being included with the mod. See line 328 in louisvilleandknoxcountrymapDefinition.lua
Sadly simply making a mod with replacement PNG doesn't seem to work, so only copying the code makes it work.
Have you figured out where in the game is the place to find the actual used file?

I wish they used this map instead of the old one, and let us add like pictures of places we've been, and make use them camera junks in game.
When it comes to the filesize issue I would suggest seperating both b41 and b42 into a different workshop upload.
This is my first mod and i put the image in both B41 and B42 folder, idk if it's needed but that doubles the file size. I couldn't find a guide on how to mod B42 but if i do i may be able to lower the file size by only using one pic, something to keep in mind!
