(also -15% Crit chance won't even do anything in cases where crit chance isn't already increased by 11% due to the base 4% crit chance anyways)
At the same time it should probably have some heavy downsides because increased size makes whip tagging enemies, which are an important part of whips usefulness, easier.
So, it could be, say, +35% velocity, but -15% damage, -15% crit chance, and -10% attack speed, for example
Good idea lyncin, inverse impetuous would be very interesting, gotta disagree about chain-gun specifically being good with it since the chain-gun is so inaccurate in the first place.
I do like the minion count idea but I feel like there needs to be a downside to balance it out since having an extra minion slot is incredibly powerful compared to the 4% damage increase of menacing.
Maybe change the name to Extra modifiers, or just Rett's modifiers
