I'm not sure anymore since it's been a few years, but you can find the weapons in Whiterun where the video points out.

I have thought about doing a Jacksepticeye and Minx mod, oh the possibilities indeed! At the moment I'm taking a break from modding, might start something pretty soon, and since you asked that might just be the subject matter. :P

The effect is a custom grip npc spell effect, plus knockback, dealt in addition to damage, I think it's shock based, or it could be fire, the visuals are a customized pink lighting. I originally did not have a paralysis effect in place, but after ten minutes of testing I decided to throw it in, if only for enemies resistant to the other cc inducing effects, the paralyze would stop them in their tracks, the weapon is simply quite overpowered, it's just a fan mod for a Youtuber I enjoy quite alot. :3
