if this does not work, ima head into my progamer sesion. Wich means i'll extract the "CARTOON CAT DRG:NPC" addon and then extract your reskin so i can then replace the official "VTF" Texture file of cartoon cat and then be fine with it. Ets semploh as fok (It's simple as f*ck"), because i extracted and then packed many addons that i have reskinned, [Also learned how to create a new npc in the [ADDON] > lua > autorun > [ANY ENTITY WITH "NPC" OR WITH BASE SUPPORT]

The Tools i use are:

[VTFEdit] - [Crowbar.exe] - [ Paint.NET ] - [Audacity]

Those Tools are used to edit/modify addons.

So the instructions are inaccurate, here is a accurate step by step for the texture to work:
Step 1: Uninstall the Cartoon Cat NPCS addon if you have it installed, if not ignore this step.
Step 2: Install this retexture first before the Cartoon Cat NPCS addon.
Step 3: Install the Cartoon Cat NPCS addon after this texture pack is finished downloading.
Step 4: This addon should now function as intended.
