Both things happened after I applied your patched file, and I checked twice that it is properly applied.
You just need to copy from the Patched folder unless the game crashed after copying.
And the batteries generated during using the Battery Drain Fix may drain immediately, because his method changed some properties of the items.
Also I unsubscribed from the battery mod that was on my existing save, I want to add this one to that save so it fixes the propane tanks too, should I be worried about breaking things, and if I want to back up files, what files would I want to back up?

Nepenthe came up with a clever workaround to fix 1 of the 2 bugs using a LUA mod that modifies the battery object. Your batteries might drain one last time when the game is updated if you use that fix, but that's a pretty minor downside if you prefer that route. That bug is the one most obviously impacting batteries/car batteries/propane bottles, but the bug affecting propane TANKs can only be fixed with this mod as far as I currently understand it.
