@PhazezGova if the AI can't take cities, it's about CP, not because of some rank+ units. if you don't have any other mod that makes garrisons better or adds units, this is fine (even less "OP" than my rank 9 version which I personally prefer, because of boring end game steam rolling). if you are talking about a capital city that someone has from beginning, well yes, it is max ranked maybe and it makes sense. maybe adjust the difficulty so the AI doesn't make senseless attacks.
