I just tried a solution from Steam discussions: Deleting the file settinglock.ini. Seems to work

I have checked and I tried to update but it didn't worked, the older maps work fine and let you start early.

I don't know why it don't work with this map and also Tannheim Valley, Tropic Fever have the same problem.

Would like to play the new early starts on this map, but they are not enabled on this map (vanilla maps work). How to enable them?

Not at the moment. There is only one tropical map out.
But I heard there is a way to change the biomes on existing maps using the .ini
